Community Health and Social Services Center(CHASS) was established in 1970 to address the growing need for healthcare in southwest Detroit. Over the decades, demand continued to grow, and their facility no longer met the need. CHASS began planning for a larger facility in 2003. Their vision finally will be realized in 2012, when they will move in to their new building, more than tripling their space to 48,000 square feet.

Since the project was first considered, CHASS' historical payer mix has made it difficult for them to demonstrate the ability to service debt. In 2011, with $17 million of NMTC financing, the project was ready to move forward. For the project, NFF provided $10 million in tax credits, Invest Detroit provided $7 million and JPMorgan Chase purchased the tax credits. HRSA provided $652,000 in ARRA Capital Improvement Program (CIP) funds for an electronic medical records system, and LISC, Capital Link and other local foundations provided additional funding.
